Sunday Essay — The Supervisor Who Missed the Branch Era
Three African central banks are opening AI supervision regimes, each with a different first sentence. Pretoria waits on the Financial Stability Board — Abuja has written AI into its anti-money-laundering code — Nairobi has published nothing while mobile lending runs at 1.5 billion shillings a day. The common gap sits outside all three perimeters.

The Camaçari-Galeão Pipeline Opens Before Brasília Writes The Statute
BYD's R$300 million R&D commitment at Galeão and its 2027 God's Eye deployment window give Brazil eighteen months to produce rules it has not yet started drafting.

The Filing the AI Was Meant to Read
When a hidden prompt-injection instruction addressed to Brazil's court AI arrived in a 3rd Labor Court filing in May 2026, the model detected it before drafting began and alerted the judge. The fine that followed was the first sanction under CNJ Resolution 615/2025 to classify adversarial input as an attack on judicial impartiality. Three jurisdictions have now worked through that sequence; no other Latin American legal system has.

The AI Act enforcement date nobody prepared for
On 2 August 2026, national market surveillance authorities across the EU began enforcing Article 4 of the AI Act, the staff AI literacy obligation that has technically been in force since February 2025. Most European universities have confused talking about AI with ensuring their staff can actually handle it. The first penalty will almost certainly arrive as an aggravating factor when a high-risk system is found deployed without documented staff training, rather than from the literacy clause alone.

Sunday Essay · Banks Turned On the Contact-Centre Line Before the Standard Work Existed
Four US banks (Bank of America, JPMorgan Chase, Goldman Sachs and Wells Fargo) switched on production-grade generative-AI systems across their contact centres in the same quarter that federal supervisors carved these technologies out of revised model-risk guidance. Held against the Toyota Production System, the rollout reveals an industrial line running at scale with no jidoka cord to pull and no standard work to distinguish a good call from a bad one.

What Naver Filed the Week Seoul Named the Portals
Two Korean laws that took force within months of each other are not the same law, and reading them as one will trip on the seam. The revised Network Act names eight platforms, Naver, Kakao, Google and Meta among them, and requires half-yearly transparency reports on content moderation. The AI Basic Act separately demands visible labels on AI-generated advertisements. The result for ad buyers is two regulators, two ledgers, one ad.

The Cart That Signs Itself
The question in agentic commerce has moved. A language model can assemble a cart, so the live issue is who holds legal authority when that cart signs itself against a live payments rail. The planner-executor split now carries cryptographic mandate obligations with EU regulatory teeth. The missing component in every production deployment studied here is an eval harness rigorous enough to catch the 5–10% of cases that define next quarter's returns rate.

A Cabinet, a Court, a Copyright Clause: The Gulf's Quiet Legal-AI Build
While the June headlines fixed on Gulf gigawatts and GB300 licences, three quieter moves redrew the region's AI map one layer above the chip, in the statute book. A new UAE federal AI-and-data authority, a Saudi copyright exception that opens a training-data corridor the EU is busy closing, and the DIFC's autonomous-systems rules together sketch what a sovereign legal-AI stack will look like.

Both regulators blinked · the gap sits exactly where the agents live
Two of the most consequential financial supervisors stepped back from AI oversight inside eight weeks. The retreat lands precisely on the generative and agentic systems that worry me most. The regulators blinked. The risk didn't even slow down.

The AI Rulebook Is Now a Customs Form
The last forty days of AI regulation were barely about AI. They were about ports, subsidiary structures, export taxes and chips that triangulate their own location. The rulebook is now a customs form.
